While
with the Winnipeg RCMP Commercial CrimeSection he conducted
complex investigations into investment frauds and commodities
market fraud. He was subsequently transferred to Ottawa
where he helped the RCMP set up their computer crime
forensic lab. In that capacity, he worked in almost
every Canadian province on computer crime cases and
testified in courts in 5 provinces. In 1994, he was
assigned to the Toronto area Commercial Crime Section
working on major frauds, notably being one of the case
officers on the Alan Eagleson fraud investigation. He
was also the commissioned officer assigned to the Livent
investigation.
Mr. Hannaford was also the chief investigator for the
Walkerton Inquiry where he was responsible for search
warrants, exhibit organization, witness interviewing
as well as many other aspects of the Inquiry.
Mr. Hannaford was the Officer in Charge of the Integrated
Market Enforcement Team (IMET) for the Greater Toronto
Area when he retired. This unit is responsible for the
investigation of major capital market fraud investigations
in Toronto
He is a graduate of several courses from the Canadian
Securities Institute. He holds a Computer Science degree
from the University of Western Ontario and is a Certified
General Accountant.
Mr. Hannaford is an accomplished public speaker having
lectured widely in Canada and abroad.
